From what I know servicemen used to be able to bring any car they bought while sationed overseas plus whatever they could fill it with for free. People started abusing it to bring in cars that were not legal here and selling them. The government changed the rules and now servicemen need to comply with all the other rules like everyone else. So to answer your question if your car meets the us guidelines and standard, ie emissions and the 5mph bumper and was also offered in the us you should be able to bring it back.

The "kit car" thing is not really legal. Its one of those things that "can be done" but isn't actually legal. The only way for it to be a kit car is for it to be a kit car is for it to originally have been sold that way, ie not manufactured as a whole.

I am under the impression that if you ship the car over in two shipments, and put it back together you can apply for a "kit car" registration. just as if you were building any other "Kit" car.
