People started abusing it to bring in cars that were not legal here and selling them. The government changed the rules and now servicemen need to comply with all the other rules like everyone else. So to answer your question if your car meets the us guidelines and standard, ie emissions and the 5mph bumper and was also offered in the us you should be able to bring it back. Its one of those things that "can be done" but isn't actually legal.
